On the 1
March 2013 the International Civil Aviation Organisation (I.C.A.O.) formally
recognized the need for distinct and sensitive treatment of victims and families
of victims involved in an aviation accident, with the ratification of Policy
Document # 9998 - Assistance to Aircrash Accident Victims & Their Families,
requiring that all ICAO Contracting States develop Family Assistance
Plans. The Policy also formally
identified organisations, such as ASGA, as one of the five main groups involved
in providing assistance to families of victims of an air crash and acknowledges the unique resource Family
Associations offer;
"Family associations can offer unique first-hand experience and
insight regarding the provision of family assistance and can serve as
interlocutors regarding the handling of certain family issues.”
The policy also strongly recommended that Contracting States, during the development of their family assistance plans, take in due account the experience and support that family associations can provide and establish legislation, regulations and/or policies addressing family assistance plans to ensure that family assistance providers have the necessary financial, personnel, and equipment resources, and that systems are available at short notice to provide assistance to aircraft accident victims and their families in a timely manner and further recommending that States consider supporting the establishment of family associations.
Being a legitimate Australian Family Association for Air Transport Tragedies, ASGA welcomed ICAO’s adoption of its Document Number 9998 – Policy on Assistance to Air Crash Victims and Their Families. Furthermore, the US, Europe and other countries have concluded that there is a serious need for unification of post tragedy organisations, not only for procedures, rules and regulations, but, as importantly, for the rights of survivors and victims’ families.
As part of ASGA’s commitment to this unification and to the victims and families of victims of Australian aviation tragedies, ASGA actively promotes, and is a proud constituent of the internationally respected and recognised Air Crash Victims Family Group (A.C.V.F.G) – a worldwide umbrella organization which represents issues of common interests.
As an ICAO Contracting State; Australia responded to the adoption of Policy Document Number 9998 with the development and implementation of The Family Assistance Code. The Family Assistance Code provides guidelines for the (voluntary) development of a Family Assistance Plan by all regular public transport and charter operators providing passenger services to, from or within Australia. A written assurance was sought by the Department of Infrastructure and Transport from all applicable operators that such a Plan has been developed, and arrangements central to the operation of the Plan are in place.
As an integral part of Australia fulfilling its commitment to providing assistance to families of victims of an air crash; and, to ensure adequate, relevant and timely assistance for those families affected, ASGA supports a co-ordinated, inter-agency approach and is dedicated to working co-operatively and effectively with Government, Industry and Individuals to achieve the best outcome for the families of the victims of aviation tragedies.
